§ 70-5. Officers; meetings; quorum.

  • (a)

    Officers. The planning and zoning board shall elect annually, at the first meeting in September, a chairman, and a vice-chairman from among its members. The recording secretary shall be a member of the administrative staff of the city.

    (b)

    Meetings, quorum. The board shall meet at such times and places as the board may direct. A minimum majority of the seated board membership shall constitute a quorum for the transaction of business. Special meetings of the board may be called by the chairman or by a minimum majority of the seated board membership, but no business shall be transacted at it other than that included in the call. Notices of such meetings shall be given in writing to each member of the board by the chairman or by the secretary. The concurring vote of a majority of those members of the board, present and voting, shall be necessary in order to recommend, pass or adopt any proposal presented to the board. The seated board membership shall be defined as the duly established and appointed board membership.

    (c)

    Rescheduling. In the event of a lack of quorum, the chairman shall immediately schedule a new meeting date and time, to be held as soon as possible. The date and time of such rescheduled meeting shall be announced at the time of the originally scheduled meeting, and shall be posted on the bulletin board in City Hall. Any such notice shall constitute sufficient notice to any persons or adjacent property owners for whom notice of the meeting was required, and it shall not be necessary that notice of the rescheduled meeting be sent to any such property owners. In the event the chairman is not present, the city manager shall announce the time of the rescheduled meeting.
